Between October 1986 and October 1989, eight people were murdered or disappeared across four separate double-homicide incidents along or near the scenic Colonial Parkway in southeastern Virginia. Operating in lovers' lane turnouts, parkways, and rest stops across York County, James City County, and Isle of Wight County, the perpetrator targeted couples in parked vehicles, staging scenes to simulate accidents or robbery. The Colonial Parkway Murders remain one of the FBI's most scrutinized unsolved serial killer cases.

The Four Crime Scenes & Modus Operandi

The killer demonstrated sophisticated operational security, hunting along scenic federal highway corridors managed by the National Park Service and state routes near Interstate 64:

Date Location Victims & Scene Details
Oct 12, 1986 Colonial Parkway, York Co. Cathleen Thomas (27) & Rebecca Dowski (21) found strangled and throat slashed inside Honda Civic pushed down embankment; diesel fuel poured over vehicle.
Apr 9, 1988 Ragged Island, Isle of Wight Co. David Knobling (20) & Robin Edwards (14) discovered shot execution-style along shoreline; Knobling's Ford Ranger found abandoned nearby with keys in ignition.
Apr 10, 1989 Colonial Parkway, York Co. Keith Call (20) & Cassandra Hailey (18) disappear after first date; Call's Toyota Celica found abandoned at parkway turnout with clothing inside; bodies never recovered.
Oct 19, 1989 Interstate 64, New Kent Co. Daniel Lauer (32) & Annamaria Phelps (18) found murdered beneath electric power lines; Lauer's Chevy van found abandoned at rest stop facing wrong direction.
SECTION 2: PROMINENT COMMUNITY THEORIES & ANALYTICAL HYPOTHESES

Investigative Hypotheses, Law Enforcement Impersonation & 2024 DNA Lead

A central hypothesis pursued by the FBI Norfolk Field Office and Virginia State Police is that the perpetrator may have impersonated a law enforcement officer or possessed legitimate police credentials. In several instances, driver-side car windows were rolled down, vehicle documents were retrieved from glove boxes, and victims appeared to have complied peacefully with an authoritative figure before being bound and attacked.

In January 2024, the FBI Norfolk Field Office announced a historic forensic breakthrough: advanced DNA technology linked a deceased former suspect, Alan Wilmer Sr., to the 1987 Ragged Island double homicide of David Knobling and Robin Edwards, as well as an unrelated 1989 homicide in Hampton.

While Wilmer was conclusively matched to the second crime scene, federal investigators have not yet linked him to the other three Colonial Parkway incidents. The FBI ViCAP task force continues active DNA testing across the Thomas-Dowski, Call-Hailey, and Lauer-Phelps scenes to establish whether Wilmer was responsible for the entire four-incident sequence or if multiple predators operated in the Tidewater region.
